I'm just curious about why Garou's level of threat is still being debated beteween dragon and god, when he clearly is god level threat at this point (at least inside the manga universe). We know so far that the orders are
- Wolf: Any potential threat that poses a danger to an unknown degree.
- Tiger: Any threat to a large number of people.
- Demon: Any threat to a city and its people.
- Dragon: Any threat to multiple cities.
- God: A threat endangering the survival of humanity in general.
Garou almost destroyed the entire planet Earth with his techniques when he was fighting Saitama. His radioactivity because of the cosmic fear mode could kill almost anyone around him. He was so dangerous to humanity that Blast had to intervene (and we know Blast would only appear if humanity's destiny was compromised). So he is clearly a threat to humanity, way more dangerous than any other monster/villain that has appeared so far in the series (except for "God"), thus becoming a god level threat. Is this still a discussion?
