In some locations you need a special permit from the council / city / whoever runs the show to do short term rentals like airbnb. Look up local regulations, and if they apply, just report them.

You're not going to like the answer: HOAs.
The owner will need to agree to join the HOA though right? Or is it more of a block owners majority thing?
Every situation is different but our HOA prevents people from AirBnBing their houses. For existing houses I don't know.
Fireworks are well known to be dangerous and start house fires every year...
