I think conspiracy theories hang around fully formed, just waiting for people to cram whatever current events are happening into them. Given the industrial action has been occurring for years I don't think it's reasonable to draw a causal connection between the two. But apparently the ongoing dispute is not newsworthy on it's own. Emergency services and other "essential" workers are applauded for their hard work right up until the point they want to be paid for that work.
