Action scenes like that it’s best to keep under 1/200 sec so you can capture their expression.

If be bumping up to 1/1000 to get the splashes, but open up a wider aperture to really emphasise on them with some exaggerated depth of field. 400mm, get a real distant look about it to enhance the isolation and helplessness.

As long as ive got my tripod with me, I'd go far, far slower, clamp down that aperture, get real low on the i so, and go long exposure, up to 4/5 seconds depending on how bright it is out.

Silky smooth water as it flows, and a delightful blurry trail that disappears below the water.

The slowest shutterr speed where I could still make out the agent without it getting too blury that way I know on this photo I have captured the maximum amount of time that they spent suffering and condensed it to a single image.
