Option 1: Vikings raid and pillage, lose gold in the raid and pillaging and also in the rebuilding

Option 2: Pay the vikings a large amount of gold, but still less than they would have raided and pillaged for, to not raid and pillage. Don't have to rebuild

Don't forget option 2 allows for the newly settled Vikings to defend against raiding Vikings. Don't have to pay army.
