Julius Caesar's right-hand man, Mark Antony, was noted as wearing scandalously short tunics to show off his muscular legs. Ooh la la!
What was the average temperature in Rome? (Or what is it in the summer?) I imagine skirts/shorts would be easier to wear if it's hot.

And that right there is why they wore skirts. Humidity kills. Especially if you're going to go into battle with another thousand or few other guys swinging metal around.
