How can Kuki families come to collect the bodies of their dead from Imphal when their safety is not guaranteed?

Does the SC panel not know it is unsafe for them to travel to the valley? Does the SC panel want to add more corpses in Imphal's morgues? Or does it just want Kukis to hate & distrust SC?
