Wasn’t Matter or a similar organization developing an open standard for this sort of thing?
There was a time when Foldershare enabled you to share folders across the internet without any Microsoft services.
Then they bought it and killed it.
Fortunately we have Syncthing instead

no the special feature of this would probably be sending files to devices that are nearby, but not on the same network. localsend, kde connect and others can't do that, but it could be done with wifi ad-hoc mode or wifi direct
