Not to defend Russia here, but I’d argue they’re seen as “worse than most” largely because they actually have the means to carry out their threats. There are certainly groups out there who would gladly use nukes to target millions of civilians, fully aware it would be a suicide mission. The only reason they don’t is because they can’t - not because they wouldn’t.
