Clearly, because Roman emperors, being absolute ~~inept~~ ~~morons~~ gigachads, didn't fear the enemy and always charged head on alongside their troops.

(One might point to that the position of Emperor was, until the late 4th century AD, much more predicated on military leadership than hereditary right, meaning that an Emperor who didn't take to the field with The Boys was asking to be couped)
