I found Skeleton Waldo hiding in the shadows, just slightly above and to the right of center.

Dude in the center is holding the huge rolled lit up blunt, passing it to his friend above.

Look just above that, in the dark under the tarp/awning thing. You'll see a pitch black face, white eyes, white teeth, and a red and white striped ribcage.
