Yes, he sees some Ukrainian IP's, then blames Ukraine to fit Krasnov’s narrative of Ukrainian interference. Remember Ukraine refused to give him dirt on Biden in 2020. This is personal vendetta and a way to empower Russian oligarchs.

I saw a report (can't look it up now) that not all of their servers were behind their DDOS protection (Cloudflare) so they couldn't properly mitigate the attack.

Even if he were right, which he's not, but even if he were right, that just means Ukraine is at war with Russia, and just DDOSed twitter. Which is a nazi hangout, and russian sympathizer social media.
