There's a reason a lot of the Fediverse runs on Hetzner - they're solid, reliable and difficult to beat on price. That last one is key when you rely on donations. If you don't have simple needs, then it may not tick all your boxes but for most people that will do just fine.

What do you mean by public?

When I had to pick one I hesitated between, the Swiss Infomaniak (Kdrive) and the German Filen.io. I went for Filen because it offers zero-knowledge end-to-end encryption, but the Infomaniak offer was real tempting and still is ;)
