Turkey needs to put some pressure on the new Syrian government to give Russia the boot from Syria. I'd trust them a lot more as a peacekeeping force in Ukraine if I saw them protecting ordinary Syrians from a resurgent Russian threat.
That might not be in Syria's best interest right now. Iran, Israel, and separatist groups are the priority. No need to provoke Russia on top of that.
