Ukraine definitely should NOT sign any mineral deal with the US at present, unless it includes long term US commitment to military and intelligence support.

Sell the himars system to an advisory! Shit, give it to Russia for shits and giggles. I'm sure the rest of the world is lining up to buy American defense products. Honestly, I'm not sure how the weapons manufacturers are going to stand for this.
