There have been instances of men in uniform, firing at Central security forces deployed in buffer zones using automatic weapons, preceded by blockade and protest by women-led groups; an official says military fatigues and police uniforms are readily available in the State while weapons looted from police armouries are being sold in black market

In Manipur,

Theft of automatic and high-powered weapons frompolice armouries is NOT terrorism,
Armed civilians firing at Indian Army using automatic weapons is NOT terrorism,
Organized and co-ordiated attacks on indian Ary using Meira Piabis and blockades is NOT terrorism,
Selling automatic high-powred weapons stolen from police armouries in black market is NOT terrorism.
Attacking another ethnic & religious community using automatic weapons & bombs is NOT terrorism,

Because the state govt and central govt support this lawlessness.

In all other parts of India, any & all of thsse actions are acts of terrorism,

On 8th September, the 1st day of the G20 summit in Delhi, an army officer was wounded and had to be evacuated by a helicopter when armed Meitei 'civilians', fired at our security forces in Manipur.

This is NOT terrorism,because Chief Minister Biren Singh is a Meitei from BJP and Modi-Shah support Meitei lawlessness.
