Plus he's Ukrainian. Rose to fame through Russian TV, but any sources I can find points to him as Ukranian.

This is Vitas. The particular song in this video is titled "the 7th Element". He's going for a "benevolent alien leader" type vibe in this song, and I think he nails it.
