Has anyone been able to archive their Google Maps location history since Google moved to on-device encryption?

Google Takeout used to work, but now it just creates an Encrypted Backups.txt file that says:

You have encrypted Timeline backups stored on Google servers.

This also feels like it doesn't adhere to EU private requirements, but that's probably another discussion.

The info is obviously on the device somewhere. Has anyone been able to extract them? A quick check of an unrooted device couldn't find anything obvious. Thanks.
