Better yet, move people into housing, and the encampments will shut themselves down.

Encampments will only be decommissioned once move-in-ready housing is secured for every person.

The sites will then be cleared by cleanup teams and monitored by foot patrols to ensure they remain clear and the areas can be used safely by the public.

Yeah, I make it a personal policy not to change headlines, but this was a bad one.

And CBC must have agreed, because it's since been changed to "Manitoba plans to shut down homeless encampments one at a time, finding housing for each person".
