I have a main data folder D:\Photos_and_Videos.

And I have consolidated some of my backup photos/videos in E:\From_Backup.

Is there any tools to compare files from E:\From_Backup with files on D:\Photos_and_Videos?

If the file exists in D:\Photos_and_Videos, move it to F:\Duplicate.

The filename and folder structures are not the same between D: and E:, same file might exists in different folder.
