The article os rather wishy washy about it. It feels more like cryptoarchaeology than actual archaeology. Interesting story but not even one photo of evidence? This is all a recount from news articles from the 1910-1930's? The elongated skulls among Incas and other native Centro American civilizations isn't news and there are several theories explaining their existence, a species of giants sounds like the least probable one.
