Ah yes the soup hole, a good friend of any STALKERS who are brave enough to traverse into Pripyat for it. Though it is a rather delicious source of food though rather hard to describe. This looks to be the work of Alan Wagner, an absurdist/surrealist artist. I've never seen this exact piece before, but this is his style.
He mainly operates on San Fran, and this is a Connecticut area code. I suspect a copycat.
If there was ever a movie remake I would totally look forward to watching, that would be it.
