Sandly no hybrid or on-board starter.
Hybrid is going to add a ton of cost. Iโve got to imagine that was a consideration too
Will more device add cost? Yes
Will it add 100%? No
Will it add 10%? Probably not.
Will it add <5%? Most likely.

The rear wing looks unusual.
Very similar to the new Super Formula rear wings. Which makes sense as they're both Dallara designed.
Looks like a high downforce version
