Yug is just one of several facilities built in the region surrounding Russia’s capital in recent years to address the mounting waste problem in this city of 12 million people.

Processing around 300,000 tons of garbage per year — roughly 6% of Moscow’s annual waste — Yug’s builder RT-Invest as well as regional officials boast that it is an environmentally friendly alternative to the shuttered Volovichi landfill, a major waste dump that troubled residents of the Kolomensky district.

However, the reality fell short of the governor’s expectations.
