In fact, he bought the car specifically for this feature as it’s the only way his parking spot would work, and he commonly gets comments from people wondering how he gets his car out of there.

The claim he can’t use street ~~names taking~~ parking is just an excuse. There’s usually ~~are always~~ options, even if they’re not as convenient as your driveway. You can deal with an option in the short term.
I don’t know about his city, but mine always opens public parking to help people get off the street for snow clearing. It doesn’t even cost anything, just minor inconvenience until the snow is clear
