I currently have 3 Seagate External 3.5" drives (2) 12TB and (1) 16tb along with (5) portable hard drives between 2TB and 4TB

I am wanting to consolidate all this into one storage solution if possible. I am going to describe how I would like it to be and maybe someone can tell me how/if this is possible

What I would like is to have all these drives in a case. My main thing is that I want it to have each drive being able to be shut off until needed. I dont want them running all the time. So maybe drive sleds with individual switches to shut them off after "ejecting" them from Windows making them removable drives. It not Windows, whatever OS that will allow them to be powered down.

I do not really use these drives everyday but maybe once or twice a week.

Current equipment avail to use :

Intel 3570k system with 8GB ram in an Antec 300 case

Also I have a Nighthawk router that is only Gigabit. Can I get (2) 2.5gb pci-e cards and a 2.5gb switch to link my main computer and the Antec computer together then use the Nighthawk as the Internet router ?
