It's basically just a formality. Shared Burdens is the original version for standard empires. This is the Shared Burdens version for empires with Corporate authority. Corporate empires can't use normal civics. Also, all countries in Stellaris are referred to as 'empires'.

So the diference is communism (shared burdens) vs market socialism (worker cooperative)
