Is there a way to add tags to an image that, when moved from Windows to Android (or vice versa) the tags remain/ will be ready? I ask because I've noticed that images I moved from my PC to my tablet don't always retail tags/ the app doesn't seem to read them.

I'm not expert at this, so any basic advice would be appreciated.
