Does a NetApp DS4246 require all four drives installed, for airflow, when all 24 drives bays are loaded? (zerobytes.monster)

It seems there's no single source of info for the DS4246 disk shelves, mine just got delivered with two PSUs and two IOM6's but it's not deployed yet as I'm waiting on other cables and a bracket first.

However since then I've read that NetApp suggests all four PSUs present, just for the fans and airflow, when 24 drive trays are loaded?

Also, with only two PSUs, would modding the PSUs to 1800rpm Noctua fans be unwise?
