Yeah, I'm not sure how telling officers to shoot black teens looking for their car keys is only an appearance of racial bias.
It is very weaselly, but I gotta also note that this language is directly answering ethical obligations for judges.
Judges must not only avoid impropriety but also the appearance of impropriety (the judicial branch is only as strong as the will for people to believe in it. If a judge harms the confidence in this branch, they need to be removed).
So what he's saying here is that it doesn't matter if it's impropriety or appearance of impropriety, he has an obligation to step down.
Like I said, very slimy, but he's not just doing politicical rhetoric, he's directly addressing his ethical obligations.

Gall also expected some Black teens to return to look for missing car keys and told police that "when they trespass you can shoot them on the property. I’ll shoot them on the property."
An officer pushed back, telling her: "You can’t shoot somebody for simply going on your property. ... Do you hear what you’re saying? You’re all white, privileged people with high-power jobs."
When you're so extreme about shooting black people that even cops tell you to tone down your privilege.
A racist judge in Oneida County? I can't believe it.
People always seem shocked to find their local judge is a piece of shit but the reality is that it's an elected office that doesn't have many requirements to run. You technically don't even need a law degree. Small towns can have a few large families back a candidate and that's enough to win. Then once in they usually won't see many people running against them in future elections unless they fuck up.
