It's A Digital Disease!

Heyo fellow DataHoarders!

I have recently bought an LSI 9300-16i that is supposed to be flashed into IT mode. Sadly I can't seem to get it working and the seller just seems annoyed and rude when asking about it. As I am new to HBAs I could use some help

I have tried 5 different Motherboards

1. MSI X570s Tomahawk with amd 3900x

2. Asus Tuf B450 amd 3900x

3. CWWK Q670 Intel 13500

4. Asus Sabertooth Z77 Intel 3700k

5. Minisforum AR900i Intel 13900hx

I've always used the primary x16 pcie slot.

When i boot up the server I starts normally. The HBA starts blinking a green LED for the entire time it's on.

There is no prompt to access the HBA's firmware and it's not recognized inside Windows(device manager) or Linux (lspci). Connecting or disconnecting drives doesn't change anything. Even tried different breakout cables.

What am I doing wrong? I'm already considering returning every part of my build that I can and just starting from Scratch.
