Due to money constraint, I can't be using a NAS with 10 X 24TB drive. what I have ended up is 6 NAS, what's the best way to use this from your experience?

I normally only run one of them for my plex server due to energy costs (these things are like 70W when the drives are running, and electricity is just unusually expensive where I live). The rest just sits around and act as cold storage which kindda sucks. The other problem I'm facing is that the 6X12TB are going to be filled up and my Plex media are scatter on the other NAS (very annoying). The only solution for me is to spend even more money and buy higher capacity drives...

What's the most economical way of approaching this?
