I thought this was ridiculous so i read a bit about it. There's a program - 1033-Defense Logistics Agency Disposition Mission. When the military has equipment that's outdated or no longer needed, they give it to other agencies. Prosper PD said they used this for some high water rescues during the storms last week.
I'd love to see video.
