If it is telling you to insert a recovery CD, that means the motherboard/UEFI is fine. That message comes from the Windows bootloader. @silent_water@hexbear.net's got the right advice. Boot an alternate OS from a USB, recover whatever files you can, then reinstall Windows.
The installers for Fedora / Ubuntu are also fully functional desktop operating systems. You can close the install wizard, open Firefox, mess with a file browser, etc.
