Outsourcing quality control to the customer, random motorists and what else have you is in fact a way for the capitalist class to increase their profits. If their driving is shitty enough that it warrants intervention, that intervention should be handled like any other traffic violation should and not through depriving them of income.
I will agree with you that out of the list of people getting narc'd on, people endangering the lives of others through shitty driving rank quite low though, especially when its an alternative to involving law enforcement. It's still a messed up system though.
