Seeing the picture before the title, I was wondering why I'd never heard of this monster of a submarine class.

But now that I know the truth, I'm left theorizing:

Take an obsolete battleship and remove all guns and superstructure
Flip it
Rebalance it so it stays that way
Improve the hull to better withstand pressure (presumably by adding flex tape)
Attach submariny parts

Free submarine hull!

I gotta post this to NonCredibleDefense, I think I'm on to something here.
