Going by the armor of Hitler and his buddy, I'm guessing this is meant to draw a parallel to the time Iran fought off a Western invader themselves (Sassanids when they were fighting the Eastern Romans/Byzantines).
mussolini is in hellenistic garb with the crest & feathers (roman or alexandrian), but idk why hitler is then dressed as normal iranian/west asian with bazubands & sabre
