Harris was never a rising star. She was a poor candidate that checked the diversity boxes Biden promised. Democrats are perfectly capable of a media blitz to make their chosen vp candidate look more appealing for a period.

She was pretty much out of the running during the primaries thanks to Tulsi Gabbard at one of the debates and I had hoped I would never hear from her again, then lo and behold Biden picks her up as his VP and she's been nothing but dead weight since then. I really wish he'd drop her and pick up somebody else.
Could pick Obama, or Deval Patrick, or best is really be Stacey Abrams.
It's not Democrats doing a media blitz. They are largely incapable of doing that successfully. It's the wealthy media owners needing to turn everything into a neck and neck horse race for clicks and attention.
The Democrats chose her largely because she was sufficiently status quo. But did have a number of other aspects that would look favorable in a vacuum. She was a black district attorney. That had sent a lot of black people to jail disproportionately enforcing heavily biased laws.
It was our fash friendly wealthy owned yellow media. That felt a deep seated need to embellish and pizazz it up for sensationalist attention. It's actually a very real problem that the Democratic party has no Rising stars. Now with hindsight they will claim that Obama was one. When in truth he literally came out of nowhere stealing the presidency from what was perceived to be a boomer death grip.
Because she's an uncharismatic prosecutor with a checkered record who only rose to prominence because of the backing of Hillary Clinton.

For a brief moment, it seemed plausible that Joe Biden, the oldest inaugurated president in history, might serve just a single term and then gracefully hand the reins over to his VP.
“Ms Harris now finds herself the most clearly positioned heir to the White House,” the New York Times mused after the 2020 election.
Very few vice-presidents shine in the role; there is a reason Teddy Roosevelt once opined that the position “is not a stepping stone to anything except oblivion”.
And while Harris has insisted she is prepared to serve as president “if necessary”, she is not widely seen as a shoo-in in the unlikely case that the Democrats replace Biden as the 2024 nominee.
It hasn’t helped, of course, that Biden gave Harris the impossible task of dealing with migration and border security, which put her even more firmly in the right’s firing line.
