There are a bunch of humanizing moments that reveal Team Rocket have had very unfortunate lives, so they turned to a crime syndicate out of desperation or to have friends. If that counts.
They actually help save the pokémon in the second and third movies. In the second, they think they're sacrificing themselves to help Ash rescue the stolen pokémon. In the third one, they literally say: "Well, if we hadn't saved you guys, we wouldn't have another movie."
In the end of the Anime they attack Ash one last time and fail, but they promise to be forever together. Iirc, Gary Oak, Ash's first rival, do in fact becomes friends with Ash.
