Last picture is from different perspective, some shops are behind the camera.

And lack of advertisements doesn't mean lack of shops

Go to google street view. There are still tons of shops and restaurants there. The street didn't went away, cars are still allowed and sections of the street still are dedicated to parking. Also, a street is still a street even if it doesn't allows cars in, lol.
