I assume MBS is serious about it and he seems to function like a quasi-dictator. But even for Saudi - their plans were (and remain) insane. My hunch is one day construction will quietly and totally stop. After that - any Saudi citizen even making a tiny joke about it online is in danger of prison, torture, execution - or all three. And I bet MBS is super-touchy about it until the end of his life.
