Given that nothing has been disclosed to the public yet, it's important to remain open to all possibilities, including an earthly origin.
It's important to note that the term "non-human intelligence" does encompass artificial intelligence.
And the intelligence of birds, ants, thermostats, etc.
They are non-human, but I doubt they are developing technology, which is what the amendment specifically states.

Aside from the fact you could have crossposted, that is roughly 2 more conspiracy theory communities than we actually need.
The community is being transitioned. And it’s an awkward period where they are posting in both places still.
