And they always try to get him to confirm "extra terrestrials" but he always insists not to assume their origin, so I feel hinting toward the possibility of an Earthly origin.

Given that nothing has been disclosed to the public yet, it's important to remain open to all possibilities, including an earthly origin.

It's important to note that the term "non-human intelligence" does encompass artificial intelligence.

They are non-human, but I doubt they are developing technology, which is what the amendment specifically states.
