Imagine having enough money to do this, but not enough sense to apply for a permit beforehand.
Doing dumb and dangerous things with airplanes and fire is perfectly legal as long as you have permission from the proper authorities. If the FAA says no, other countries are available.
Mexican aviation authorities gave approval to crash an airliner and film it. They would probably approve this with proper precautions.
