Except, they are wrong. When he paid THAT fine they are allowed to issue him a license, but he never had one. The judge explains that your driving privileges in the state are revoked even if you have a license from another state. ( There's an updated video today, he went directly to jail over a warrant but that was over a 9 year old case for the same. )
