I don't feel that the article is very coherent. It draws together a fair bit of information about links between GPS jamming and Kaliningrad -- I mean, I think that that's plausible. But then it's got a bunch of stuff that's a lot more vague, like there being unknown other potential capability and jamming US spy satellites (I guess their downlink? I don't see how, as spy satellites aren't geostationary and are gonna be elsewhere a bit later.)
