I got my UWU clear last month so I'm kind of just doing nothing in the game, since I dont think I can prog TEA from the beginning before DT.

Gotcha! We just got started on Rokkon. Is there one for Sil'dihn that you know of? I looked around Ul'dah and didn't see anything.

IIRC it's either in the main area of Ul'dah (the one with the aetherite) or next to the map entrance of Sil'dihn. It's not a blue quest so maybe that's why you haven't seen it.
