how would it be serbia? the "real" succession goes rome -> constantinople -> moscow. then due to the bolsheviks, the only part of the former russian empire to escape the red peril and remain a viable successor is fascist finland.
Tone clarifyer: Its a joke. I'm referencing an old meme/injoke that came about after people noticed some people from Serbia would claim everything and everyone as being Serbian - Elvis was serbian and "Tupac alive in Serbia" are probably the most famous of these.
It's sort of related to "greater Albania" memes that also rely on a weird niche group making strange ahistorical claims. See also: "come to Brazil"

also, this thing about claiming everyone is not unique to serbia, it's extremely widespread from slovakia on down the balkans.
