That seems like a clear case of libel, and Gaetz should sue... If it were false.
Your point still stands, but he said it at Georgetown University, so that would be slander.

It’s more for other readers. I assume you know the difference and used libel because the meme was written word. Most people who don’t know the difference tend to refer to everything as slander.
And that's how I learned the difference between libel and slander.
