I think it does.

Ukraine will be outgunned by Russia 10 to 1 in weeks without US help. That is determined by an ex president? Whole lot of people will die due to a feckless narcissist, and the EU is not sitting around watching their ally get destroyed as the US is. Putin will next invade NATO countries and US sons and daughters will pay the price.

The buck stops at Johnson. Trump may be in the background, but he has no real power except what Johnson chooses to give, and Johnson can choose to take it back. IF (large if) Trump is elected president again in the future not doing what Trump wants can be a bad thing, but that isn't clear and even if it happens it is still his choice to support Trump or not.
