'We asked Cardiff council for a comment on the problem and were told that it was not the local authority's responsibility and to contact the Welsh Government's environmental arm Natural Resources Wales. However NRW told us it was unable to comment on the issue as it is "not within their remit."' and therein lies the problem. If we're to take littering seriously it needs it's own dedicated team from local councils.
